About Community Legal Services, Inc. (CLS)
Community Legal Services, Inc., (‘CLS’) is one of Arizona=s three federally funded, civil legal aid programs. The program=s service area includes Maricopa, Mohave, LaPaz, Yavapai and Yuma Counties, making it the largest civil legal aid program in Arizona, serving more than 70% of the state=s low-income population. In addition, CLS provides services to seasonal agricultural and migrant farm workers statewide. Practice areas include those which impact client=s basic survival needs and rights such as: Consumer, Education, Employment, Family Law, Government Benefits, Health Care, Housing Law, Income Maintenance and Farmworker Law (Migrant Farm and Seasonal Agricultural Workers Issues).
About the Internal Revenue Services= Low-Income Taxpayer Clinic (LITC): Low-Income Taxpayer Clinic (‘LITC’) Kicked Off 1999 in which Community Legal Services was one of two law firms nationally to participate in this pilot program, now a long-term standing program of the IRS. LITCs include 2 programs, and CLS participates in both:
Controversy Clinics – CLS represents low-income clients who have controversies with the IRS.
Outreach – Provide instruction on the rights and responsibilities of taxpayers. Program geared to those who have English as a second language, OR are monolingual in a language other than English – limited English proficiency.
Community Legal Services’ Low-Income TaxPayer Clinic provides assistance and resolves the civil problems including, but not limited to: Earned Income Tax Credit (EIC), Rapid Refunds, Tax Preparer (Notario) Fraud, Social Security Fraud, Identity Theft, Withholding Issues.
The Community Legal Services’ Low-Income Taxpayer Clinic (LITC) program provides two basic services to clients who meet eligibility requirements of the program.
(1) English as a Second Language (ESL): CLS provides educational outreach at sites throughout our service area; primarily in Maricopa and Yuma Counties. Information is provided about taxpayers’ rights and responsibilities and may be followed by a Questions and Answers session. There no financial eligibility requirements for educational presentations. (2) Controversy Resolution: CLS will provide legal help to low-income clients (at no charge), resolve certain, eligible controversies with the IRS; federal, state tax issues, including identity theft, liens and levies, audits, EIC, dependent exemptions, amended returns, and other issues in which the taxpayer has a controversy with the IRS.
CLS has two offices in which qualified applicants can visit; one in San Luis and one in downtown Phoenix. Please note that Community Legal Services does NOT prepare tax returns.
